Preheat oven to 400º. Rub the roast with olive oil until completely coated. Combine rosemary, parsley, thyme and garlic and cover the beef with the mixture by patting it on. Once the beef is completely coated, season with salt and pepper.
Sear the beef on high heat in an ovenproof skillet. Turn until brown on all sides, about 5 minutes. Place the skillet directly into the oven and allow beef to roast for 20 to 25 minutes. Remove from oven and let stand for 10 minutes before slicing. Serve with green beans and grilled red onions.
